Capt. Jon Holland of the sheriff's department says Kerry Glenn was shot to death outside his uncle's home Jan. 14.
Two men have been charged with murder, Devasko Lewis and Jamarcus Clark.
Holland says Lewis worked at a Cordele trucking company with Glenn's uncle, Kory Daniels.
Daniels was expected to testify against Lewis in a federal case involving the trucking company.
According to a federal indictment in May 2013, Lewis had run two trucking companies that were shut down, in 2008 and 2011, for repeated safety violations. Under a federal order, Lewis was prohibited from running any other trucking company.
But in 2012, the indictment says, Lewis started a new company, Eagle Trans, but Corey Daniels filed false documents claiming that he, not Lewis, was the owner.
A federal grand jury indicted Lewis, Daniels and two other men last year. They were charged with conspiracy and making false statements.
As a result of that case, Holland said, Lewis allegedly hired Jamarcus Clark to "harm or intimidate" Daniels and his family.
According to Captain Heath Dykes with the Perry Police Department, Clark is accused of firing two shots into a Perry home on January 9, five days before Glenn's murder. That home belongs to Daniels' mother.
"Clark banged on the door, asking for directions to the Interstate," Dykes said.
Dykes says Daniels' mother did not open the door for Clark.
"30-40 minutes later, dispatchers responded to possible shots fired and a suspicious person," Dykes said.
The details came out at a preliminary hearing for Lewis yesterday.
Holland says the investigation is ongoing, with more arrests possible.
